This is most probably referring to the Fundamental Attribution Error in which people, much more so in individualist cultures like America, tend to make often. The FAE is the tendency for people to attribute traits to someone’s personality rather to the situation at hand. For example, if someone were to shove us out of the way while we were walking, we would usually assume that person was rude and mean rather than assume that he was attending to an emergency. 

In order to avoid this error, we need to look more closely at the situations people are part of rather than immediately assuming who they are as people. Thus, this equations of Situation being greater (and generally a more important and influential factor) than personality.
